| A situation that occurred in May 2004 where part of the main sewer in
Abbotts Hill near number 17 partially collapsed causing sewage to backup the
pipe. Both Southern Water and Test Valley Borough Council stated that the sewer
was unadopted and all residents of Abbotts Hill received a letter from the
Environmental Health Officer at TVBC threating action if we did not get it
fixed. The problem was fixed within a week. Residents were very surprised that the sewer was unadopted particularly as everyone who had a search done as part of their property purchase were provided with information by the council that the public sewer was maintained by Southern Water. Clearly the residents needed this sewer adopted by Southern Water, but in compiling the paperwork needed, certain important documents were received from Colin Edwards of Scarlett & Edwards who built most of the properties, road and sewer. These documents clearly showed that Test Valley Borough Council had a legal agreement with Scarlett & Edwards and letters show that the agreement was completely fulfil to the councils satisfaction including a one year maintenance period. With this data, a letter has been sent to Test Valley Council along with all supporting documents for the councils review which are all available for download . Whilst it is believed that the council will accept this documentation and put it down to an error on their part, Southern Water is a different situation. At the time of the apparent adoption of the sewers, Southern Water was not a commercial utility company and much more linked to the council when it came to adoption of sewers. They (Southern Water) were not part of the agreement signed by the council at that time because of the reason highlighted above, so the view is, today's Southern Water will still wish to go through their costly adoption process. Clear we are looking for Test Valley Borough Council to fund any and all of these costs. On Wednesday 3rd November, I received a very positive letter from Southern Water and may be viewed here See my response to Southern Waters letter here that was sent on 3rd November 2004 On 9th September 2005 we received verbal notification that the directors of Southern Water have signed the documents formally accepting that they are totally responsible for the maintenance of the sewers in Abbotts Hill and on 29th October a letter was received formally stating that henceforth the sewers are Southern Water's responsibility to maintain and repair.
